Why Italy

A genuine, government-funded route into Europe

Italy's public universities — regulated by the Ministry of University & Research (MUR) — offer English-taught degrees with some of Europe's lowest, income-based tuition. Transparent, affordable, and open to Indian students.

🏛️

Public & recognised

State universities only — no donation, no management quota. Degrees recognised worldwide.

🇬🇧

English-taught

Full Bachelor's, Master's & 6-year Medicine programmes delivered in English.

🎓

Need-based scholarships

Regional DSU grants can cover tuition, housing, meals & a ~€7,000 stipend.

Italy has a level for every stage. Your entry level decides which documents you'll attest (Tab 7) and whether you sit the IMAT (Tab 3).

Key dates

Registration opens ~July on Universitaly; Bando (rulebook) by 31 Aug; result ~3–4 weeks after the exam.

🎯

Preference order

You rank universities at registration — it cannot be changed later, so plan it against your expected score.

💼

After the degree

Practise across the EU; to work in India, clear the NExT exam (successor to FMGE). USMLE route also open.

🤝
NEET vs Italy — honestly: Italy's MBBS is not a replacement for NEET — it's a separate, parallel system with its own exam (IMAT), timeline and requirements. Prepare for each independently and decide once your results are in.
Universities & Costs

What it really costs per year

Public-university tuition is income-based and low. With a regional scholarship, your all-in cost can drop to roughly ₹4–5 lakh a year.

ItemIn EuroIn ₹ (approx)
IMAT registration (medicine only)€130₹11,000–14,500
University application fee (per uni)€0–150₹0–14,000
Enrolment fee (per year)€0–200₹0–18,000
Tuition — public university (income-based)€0–4,000₹0–4.45 lakh
Visa show-fund (bank balance)€10,179.85≈ ₹12 lakh
Medical insurance (1 year)≈ €150+varies
🟢

With a scholarship

≈ ₹4–5 lakh / year

Tuition waiver + housing + meals + stipend can cover most living costs.

Without a scholarship

≈ ₹12–15 lakh / year

Tuition (income-based) + living costs, city-dependent.

🔎
Tuition brackets: University of Malta-style flat fees don't apply here — Italian public fees scale to your family's ISEE (income indicator). A lower ISEE means dramatically lower tuition.
Scholarships · DSU

How a (near) free education actually happens

Crucially, scholarships in Italy are awarded by regional government bodies (DSU) — not universities. Each region has its own body, amount & deadline.

🎁

What a DSU grant covers

  • Full tuition waiver
  • Free / subsidised housing
  • Canteen / meals support
  • Cash stipend up to ~€7,000–7,557 / year
📋

Example — Lazio (Rome) · DiSCo

  • Up to €7,557/yr + housing + 2 meals/day
  • Window: 10 Jun – 22 Jul 2026, 12:00 (strict)
  • Needs the ISEE Parificato income certificate

📝 How to apply — the order

1. Complete university pre-enrolment / enrolment first +
The DSU application is tied to your admission — start it once your university place is in progress.
2. Gather & legalise family income proof +
ITR, salary slips, property details — translated + apostilled, and income certificate legalised at the Italian consulate (allow 4–8 weeks; begin in June).
3. Get your ISEE Parificato +
This calculated income indicator sets your grant amount — the single most important number for your scholarship.
4. Submit on the regional DSU portal +
Apply on the DSU body of the region where your university sits. Year 1 is purely income-based; from Year 2 you must earn minimum credits (CFU) to keep it.
⚠️
Run scholarship & visa in parallel. A need-based DSU grant is only confirmed after you reach Italy, so you must still show the full visa funds (Tab 6) separately.
Student Visa · DoV

Pre-Enrolment Summary = your visa key. After your offer letter, pre-enrol on Universitaly.it to receive the Summary document. No Summary, no visa. New for 2026-27: universities validate only up to their international seats +20% — so apply the moment the portal opens.
  • €10,179.85/year proof of funds — own account, sponsor (4th-degree relative), or a disbursed education loan (sanction letter alone won't do).
  • Confirmed scholarships (MAECI, Invest Your Talent) can be shown; need-based DSU cannot.
  • Insurance (Schengen-compliant), tuition-deposit receipt, accommodation & travel proof.

The Declaration of Value (DoV) is issued by the Italian Embassy Delhi / Consulate Mumbai / Consulate Kolkata. It certifies which Italian level your qualification equals — mandatory for enrolment.

  • Needs the original final degree/certificate (provisional not accepted) with HRD attestation + apostille + 2 copies.
  • SDM attestation is not accepted — must be HRD (see Tab 7).
  • DoV request form + passport copy (first & last page).

Quick Answers

Frequently asked questions

Is tuition really free in Italy? +
Public-university tuition is income-based (roughly €0–€4,000/yr) and can be near-zero for low-ISEE families. With a DSU scholarship, tuition can be fully waived plus housing, meals and a stipend.
Do I need to know Italian? +
Not for English-taught programmes. You'll get free Italian classes at university, which help with daily life and part-time work.
Do all courses need the IMAT? +
No — only Medicine & Surgery, Dentistry and Veterinary. Most other Bachelor's and Master's are direct-admission based on your academics.
How much money must I show for the visa? +
€10,179.85 for the year (2026), via your own account, a 4th-degree-relative sponsor, or a disbursed education loan visible in the statement.
Why is HRD attestation needed, not SDM? +
Italy's Declaration of Value only accepts HRD/Education-department attestation before the MEA apostille — the faster SDM route is not accepted. See Tab 7.
Can I work while studying? +
Yes — part-time work is allowed alongside study, and many graduates stay on to work after the course.
Can I practise medicine in India after an Italian MBBS? +
Yes, after clearing the NExT exam (successor to FMGE) and completing the required internship. The degree also opens EU practice and the USMLE route.
